A. Objective: The goal of the master plan is to establish broad planning and development control parameters while preserving enough flexibility to allow for more specific planning when the development is underway. The anticipated pattern of development must be included in the master plan if the applicant wishes to phase the development plan.
B. Requirements for
processing: Any
district or use that is subject to this title's project master plan
requirements must adhere to the following process:
1. All requests for project master plans must follow
this code and include a public hearing. and
2. If the development depicted on the plan complies
with the district's rules, the planning commission must approve the project
master plan. The planning commission must approve the project master plan if it
is submitted concurrently with a request for a zoning change and the
development depicted on the plan complies with the requested district and any
conditions imposed on the approval of the zoning change. If this subsection's
requirements are not met, the planning commission must reject the project
master plan.
C. A project master plan must include all necessary
justifications and a scaled-down graphic representation of the information
below:
1. The location's boundaries, the owners of the
properties therein, and all public streets and rights-of-way that run through
or next to the site.
2. The locations of all buildings and uses on the
site, both current and proposed, as well as a description of each.
3. The general location of all existing and proposed
parking facilities, including, but not limited to, the approximate number of
parking spaces at each location, all current and proposed vehicular access
points to parking areas and public streets, and any proposed alterations to the
positioning, width, or nature of public streets on the site and in its
immediate vicinity. 4. The general use of the site's significant existing and
proposed open spaces, as well as general design elements like screening,
buffering, or the preservation of natural areas that are meant to improve the
site's compatibility with nearby properties.
D. No development plan as described in this title
may be approved, and no department of the county shall issue any subdivision,
building or occupancy permit, or any other construction or development permit
or approval, unless such approval or issuance complies with the requirements of
this chapter and substantially follows the approved project master plan.
